LR Classic or LR application will not open.

 

I keep getting this message although catalog is not opened anywhere.

Lightroom creates a 'catalog.lrcat.lock' file to stop other applications from opening the catalog at the same time. That .lock file is deleted when Lightroom quits correctly, but can remain if it does not quit correctly (crash / force quit). If a lock file is present, it stops Lightroom too from opening the catalog. Open your catalog folder, look for the lock file and trash it.
