I cannot import presents to Lightroom classic - the error message says that "The XMP metadata for the file contained no settings"

What type of file are you trying to "import presets"?

Are they .XMP or .DNG files?

Where did you obtain them?

How are you trying to import presets? Details please.

What version of Lightroom are you running?  Report from MENU: Help > System Info...
