Cannot view images or presets when opening Lightroom Classic CC

This afternoon when I opened Lightroom on my desktop, I am unable to view my images or presets. When I try to access the catalog, it is showing as internet explorer file. I can't seem to import a previous catalog. Anyone else experiencing this issue?

How are you opening the catalog? By double-clicking on the *.lrcat file or from within LrC?

What is your OS and the exact version of LrC?
