Catalog import issue

I got a new PC so I moved my catalog over to my new machine. I downloaded Lighroom Classic, and imported my catalog. Before that, I imported all my relevant photos from my external hard drive. There is an exclamation mark on most of my photos indicating that they cannot be located. When I locate the photo, I get an error message stating that the photo is already in the catalog. Does anyone know what do with this problem?

It could be a terminology problem, but the word "import" appears way too many times in your description.

Moving the catalog and files from the old computer to new computer does not need any "imports", just simple file copies.
