there is curios difference in apperece of colours by editing HDR-DNG File in Develop vs Loupe Module
the exportet image is high saturated same like in navigator window
it is impossible to atach DNG Files so I sent Link to original

WOuld you please le tus know which computer and operating system you are using. And also what type of monitor or monitors you have.

You need to also tell us how you are calibrating your monitor. The behavior shown here is typical for a bad monitor icc profile which is a very common problem on windows installations where drivers for monitors often install corrupt display profiles. This will go away when you calibrate your monitor. You can test whether this is the problem by going into your monitor's properties and deleting the icc profile associated with your monitor in it's color management settings. If after this (and restarting your Lightroom Classic) the colors are identical, the problem is the monitor calibration. That is just to test as you can only get correct color on nay monitor by calibrating your monitor using calibration hardware such as Spyder, Colormunki, etc.
If that doesn't help try disabling the graphics card acceleration in Preferences->Performance. Again that is a test as it will slow down Classic considerably but it does help pin down if it is the graphics card that is causing the problem. It is possible that your graphics card driver is not up to date.

The only accurate color preview takes place in Develop module at 1:1 or higher. A zoomed out preview is subsampled and isn't accurate. That said, the difference you show seem extreme. First, try disabling GPU in the preferences (Preformance tab). Any better?
If not, recalibrate and build a new ICC display profile, the old one might be corrupted.
If you are using software/hardware for this task, be sure the software is set to build a matrix not LUT profile, Version 2 not Version 4 profile.
Some have reported color issues with displays that have an HDR option. Open Display Settings and toggle off the "Use HDR" switch if such an option exists.
If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it.
