Did unlimited storage end for smart previews uploaded from Lr Classic?

In the previous version of Lightroom CC (now Classic) unlimited free storage online was available for images uploaded/synched to the cloud via collections.

Immediately after switching to Lr Classic/CC I now see that I have used x GBs of online storage. Previously those smart previews were stored for free.

So do ALL images, whether from Classic or CC, whether full images or smart previews, now count against the 40GB or 1TB limit?

Well I only have images from Classic up there and it's 95mb of 100GB (full CC plan) so I'm assuming that's a Yes.

What confuses me is that I get my usage out of 1TB in the Lightroom Mobile app,  however in my account it states my plan only has 20GB.
