HEVC in Lightroom 5 for Windows

I had mp4 files and they wouldn't work when imported into LR (failed to open).  So, I converted the files to HEVC as research recommended.  When I tried to upload the HEVC files into LR, LR couldn't even recognize the files.  How do I resolve this and import a video (MP4 or HEVC) into LR?

Lightroom v5 (Perpetual) will not read HEVC files. It was Lightroom-Classic v9.3 before they became compatible.
