You need to contact Adobe directly. We are just other Adobe customers, and we can't help with subscription problems.

You did not answer if you have installed the Adobe Creative Cloud Desktop App onto your computer.

You do not install the various Adobe apps like Lightroom directly from the cloud, you install them using the Adobe Creative Cloud Desktop App. You install that, you sign in thru that, you click on the apps to install. It then downloads them from Adobe servers, installs them, etc.
