How can transfer photos from LR to LRC after Mac crashed

Due to a crash, and the following restore from on older backup, I lost folders/projects in LRC. Fortunately I have most of the  photos in the  LR cloud.  I have accss to them on my IPAD and iphone.

Since the crash LRC does not sync with the LR cloud.

Two questions: How can the sync between  LRC and  LR be restored?

If the syncing is restored, would the photos, which are only in the cloud, be lost because they do not have a reference/project in LRC?

How did these photos get into the cloud? Were they synced from Lightroom Classic? If so, they will be smart previews, not originals. You can download everything from the cloud into Lightroom Classic by simply enabling sync of the LrC catalog. Smart previews remain smart preview however, meaning they will be smaller DNG files when they are downloaded without a reference.
