how do i use a plugin on lightroom (latest version)

hi, they used to have a "plugin manager" setting. but they no longer do.

how do i use plugins on the latest version of light room?

It sounds like you may be using the cloud version of Lightroom, which doesn't support plugins. Lightroom Classic, the latest version of the traditional folders-focused Lightroom, still supports plugins via the menu command File > Plug-in Extras > Plug-in Manager. 

You can tell which version you're running by doing Help > System Info. See here for a good introduction to the differences between Lightroom (cloud) and Lightroom Classic:
