"is developing mode turned off"

No.  Everything is fully functional in all the software provided by the "Photography 20Gb Plan  US$9.99 ". How incredible is that? 🙂

You do need to be a subscriber, 'financial' (ie. paid), and be 'Signed In'  (ie. the software is Activated)

https://www.adobe.com/au/products/photoshop-lightroom-classic.html

The Develop module in Lr-Classic would only be inactive if you ended your subscription. (other software in the plan would 'Stop' entirely)

Regards. My System: Lightroom-Classic 13.2 Photoshop 25.5, ACR 16.2, Lightroom 7.2, Lr-iOS 9.0.1, Bridge 14.0.2, Windows-11.
