Got a new laptop so re purchased lightroom package and installed most nedded apps.I can open lightroom straight away but trying to open lightroom classic i get "lightroom catalog in use already" even if everything else is closed ??

Look in the Folder where the catalog is stored and look for a file that has a .lock extension. Delete that file.
Then try to open LrC.
