I have two Keyword Hierarchies.
Rose > Signature
animal > cat
Both have the same settings.
Checked "Include on Export"
Checked "Export Containing Keywords"
Checked "Export Synonyms"
Why does the left display as flat while the right display as a hierarchy?
Note that in the Library Filter | Metadata tab | Keyword both appear as expected:
Rose
Signature
animal
cat

When the Keywording panel shows a parent keyword, e.g. "cat < animal", that's because there is another keyword with the same leaf name, either under a different parent (e.g. "cat < pets") or a root keyword (e.g. just "cat"). To find that other keyword, go to the Keyword List panel and type "cat" in the Filter Keywords search box:
Whether the keyword is displayed with its parent in the Keyword List panel doesn't change how it's exported in photos' metadata.
