Keywords aren't synchronizing

When I sync photos from Lightroom desktop to Lightroom cloud (and mobile) the keywords aren't synchronized.  This happens with all the keywords I've added in the desktop version. 

Is this standard behaviour?

Unfortunately, it's a longstanding limitation:

Unfortunately, this is native limitation. Most of LRC users are disappointed. Adobe explains that the root cause comes from hierarchical keyword structure existing in LRC
