In the Library Module, what is the purpose of the Copy / Paste at the bottom of the left pane

Bottom left panel of Library module is Import and Export. Therefore, I think you mean the Develop module. Copy and Paste copy adjustments from the selected image and paste to another. When you select Copy you can choose which adjustments to copy  for pasting.

There are copy/paste buttons in the Develop module, but not in the Library module.

They are used for copying and pasting Develop settings from one image to one or several other images.

You can do the same thing in the Library module by right clicking the thumbnails and choosing copy or paste from the context menu.
