Check the Windows Events Viewer for errors.

Probably a dll file that has aged out, that relates to Face Detection.

C:\Program Files\Adobe\Adobe Lightroom\CIT\Plug-ins\FaceRecognition\libfrsdk-8.6.0.dll

Try setting Lightroom to run in Windows 8 compatibility mode. People have reported that this fixes the problem.

Using Windows File Explorer, navigate to the Adobe Lightroom folder that contains the EXE.

Right click on "Lightroom.exe", select "properties" in the popup menu, click the "compatibility" tab.
