Are you signed in? If not, that is a problem, signing out deactivates the Adobe CC programs on the computer, sign back in.

Similar to previous. The Adobe Creative Cloud Desktop App. Sign out, wait a few minutes, sign back in. Watch for errors/notice (just in case). then try launching LrC.
