The Lightroom programs are not known for getting along with restore. You will probably have to reinstall
And you should probably use the Adobe CC cleanup tool first, to remove all vestages of old coding and junk
see: https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
And you probably should run a regustey maintance app as well.

Now by stating CC 2018, are you refering to Lightroom Classic v7?
Not a standalone version?
You will also probably need to uninstall your Adobe Creative Cloud Desktop App, then download a fresh new copy and install it afesh.
