Lightroom encountered user permission issues

I recently migrated to a new 2021 (M1 chip) macbook pro from an old 2013 macbook.  Now everytime I open lightroom I get a "Lightroom encountered user permission issues" error.  I have a choice to click "repair to continue" or  click "continue" .  I say's " Lightroom does not have wrtie permissions to some standard usser folders. Please click "repair to continue" button to grant permisssion.  If I do. it still is back next time I open Light room.

Any ideas?
