So in the SDK for ACR and Lightroom profiles a looktable is mentioned along with a LUT. It is a CSV file in the SDK package. Im having trouble figuring out that file - what does it represent and how can I use in profiles.

There is a DNG forum, and there is a small possibility someone over there will be able to give you some technical details, probably more chance than posting in the general LR Classic CC forum:

Also LUT = Look Up Table

Thanks, didn't even look for a DNG forum - should have. Yeah I know that LUT is a look up table but the SDK also mentions
"Instead of (or even in addition to) the RGB LUTs we’ve just been working with, you can include a “Look Table.” "
they appear to be CSV files that affect the hue, saturation, values but im not exactly sure how.

I am also trying to understand the practical difference between a LookTable vs. LUT in a profile. Why use a LookTable? What can a Looktable do that a LUT cannot?
Also, is there a tool to create LookTables?

The ACR and Lightroom Profile SDK provides a fair amount of detail explaining the differences between Look Tables and Color Lookup Tables and how to create look tables: Digital Negative (DNG), Adobe DNG Converter | Adobe Photoshop CC .
