Hey guys –
I feel your pain. I tried each and everything suggested here by other users and Adobe support alike, and NOTGHING worked. Not one thing! Finally, I gave up and decided to risk losing all my sync states and simply try something different. Here's what worked for me:
• In Lightroom CC Desktop:
– Pause Syncing (also on any mobile devices)
– Mark all your synced collections with a temporary color to remind you what you had synced before. I used yellow. It is quite a chore, as I have many Collection Sets and nested Collections.
– UNsync each of these collections.
• Sign out of all Adobe CC apps (desktop and mobile and Web)
• Delete the following files on the desktop app:
– /Users/xyz/Library/Preferences/com.adobe.LightroomClassicCC7.plist
– /Users/xyz/Library/Caches/Adobe/Lightroom/Sync Data/*
– /Users/xyz/Pictures/Lightroom/yourphotos2020/yourphotos2020 Sync.lrdata
• Sign into Lightroom Web
– Go to All Photos
– Select All (it will take awhile)
– Delete ALL (they're all moved to a Deleted album that's kept for a month)
– Sign out of LR Web
• Relaunch LR Desktop
– Sign into Adobe CC again (I actually don't think you can launch the app anymore without signing in)
– I struggled with NOT being able to find or dismiss the beginner's intro dialogs/walk-throughs. Don't give up if this happens to you, just keep hitting Esc and you'll finally ahve a normal screen.
– Now, turn Sync back on. NOTHING should be syncing, even if LR still thinks it has 4,800 synced photos like I did.
– Choose a small collection to start syncing again.
– Sit back and watch; it takes awhile even on a fast connection.
– When you have a few collections synced successfully, then try logging back into one of your mobile devices. Turn Sync back on. Sit and watch. Again, it takes awhile.
So far, so good for me. Good luck to you all!
– Hans Rupert

Well, I spoke too soon – my re-syncing of LR Desktop to LR Web (and LR Mobile clients) is now stuck at 255 photos. I had nearly 5,000 synced online before. This is FUBAR Adobe – Fix!!!
Sorry guys.
