I'm having some canon CR3 files. Mostly they export with the develop settings.
However, I got some weird ones where the development if total off.
Image 01 is LR. 02 just a desktop previw from WIN. image 3 is a the file exported for edit in Photoshop. Not looking steady at all.
Tried to convert to DNG. Same issue.
Tried to reset develop settings and start all over. Same issue.
Tried to make a virtual copy. Same issue
Tried to restart LR. Same issue.

The first thing that you should try is to switch off the GPU support from the Lightroom preferences and check if that helps to fix the issue.
Go to Lightroom > Preferences > Performance tab > Uncheck "Use Graphics Processor" > Restart Lightroom.

If Lightroom doesn't start correctly the please see "Solution 2" in the document behind the second link.
Another step is to try to reset the Lightroom preferences.
