LrC Develop Module>PHoto>Edit in ALL Options greyed out

In specific I am trying to open several images into PS layers for focus stacking. I am not sure why it is now not working.  I tried with one image as well and all options greyed out there too. 

I am using LrC9.4 and Ps 21.2.3

any help would be greatly appreciated.

PS I even closed LR and opened PS first and tried again.

Do the files actually exist on Disk?

Need to see screen shots of what you are seeing on your screen.

Your tit;le says All Option Greyed Out. then in the body of your post you talk about images not opening in PS as Layers. How can, could, you even send files to PS that IF All the option are greyed out?
