Need help migrating catalog and presets to new laptop

Hello

I have a new Windows laptop that I'll be using for most of my photo editing now.  I'm trying to import my previous catalogs and presets but am having troubles with it.  Everywhere else that I've asked for help is giving me very old articles (2013???).  I've copied all of my catalogs to the new computer and am using LRC 10.3  Where do I go from here?

Folow the instructions exactly as written. Do not skip steps. Do not make up your own steps. Do not Import photos on the new computer.
