New installation Windows 10 Home build 1909

New Windows 10 Home Surface with build 1909. When attempting to install LR CC it states it is not compatible with the OS. I've checked requirements and cannot find why it is not. Photoshop appears to be installing without issue.

Learning that the Pro X processor is a hybrid and more similar to ARM. So not supported yet by Adobe for Lightroom. Photoshop, however appears to work but reading that it is slow.

Adobe has confused us all with their stupid naming of the software, and by changing the naming over time. Right now, there is no software named "LR CC", so could you please clarify which software you are trying to install: Lightroom or Lightroom Classic.

 

Also please state the exact word-for-word unedited error message.
