New Lightroom classic 9.3 tools not working!

Just downloaded Lightroom Classic 9.3.

Go to develop, pick brush, spot removal, grad filter... NONE ARE WORKING!  Just have the zoom tool showing.  I CAN'T DO ANYTHING IN DEVELOP!!!!!  HELP!

Please explain further. What about them are not working? What steps do you follow and what happens (or does not happen). Please be specific and detailed.

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Past that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut as that is just so much dead space to us non-Techs.
