New word always nested

When I add a keyword using the + sign, the word is nested in the keyword which was used last. The "put inside xxx" is not checked. I can move the keyword to another upper level keyword. The add keywork function was working at one time. I did set up keywords as "base" and then could nest within that word. I have worked around it by renaming some unused base word but when I use them up I will not add anymore. I am using LrC Win 10. Thanks for your help.

LATEST

Check the name of the upper level keyword where the new keyword is placed. Does it have a small point behind its name? Then right-click on it and uncheck the "Put new keywords inside this keyword" menu.
