When viewing a photo at 1:1 in the Library module, I've noticed (at least since March 2020) a subtle difference from the way the photo is displayed, 1:1, in the Develop module. The Library module display is rougher, grainier. It's almost as if the Library module isn't displaying the Masking setting in the Sharpening area of the Develop module.
I'm running LR Classic on a Lenovo Legion Y540 with a Nvidia GeForce GTX 1660 Ti GPU and with full graphics acceleration enabled.

I see that you posted a possible bug report in the official Adobe feedback forum:
https://feedback.photoshop.com/photoshop_family/topics/masking-83ydrh4x9sitc
Since Adobe employee Rikk Flohr has already engaged in that thread, I recommend that everyone continue the discussion there, rather than splitting it between the two forums. And I recommend that you:
1. Post there some full-resolution screenshots showing the difference between 1:1 zooms in Library and Develop.
2. Upload the photo to Dropbox or similar (along with its .xmp sidecar) and post the sharing links.
That way, Adobe developers can see firsthand what's going on.
