There may be a language  differenc in the menu - are you referring to Open as a Smart Object in  Photoshop?  Is  it just this one photo or all photos? Is this a RAW file or jpg? Have  you restarted your Lightroom and computer?

This option depends on your Lightroom Classic version, and Adobe Camera Raw version, being compatible.

When your Photoshop has got a version of ACR installed which is less recent than your LR Classic, this ACR could not correctly understand every parametric instruction that LR would be passing to it. So LR automatically uses a different method for external editing: the same, as would be used with an external editor program other than Photoshop. Under this workflow a conventional file is first made and saved to disk by LR - TIFF or a PSD, containing a converted image as its Background layer. And then the external program is instructed to open this file for editing.

But under this workflow there is no possibility of using Smart Object methods (nor, of using Merge to Pano / Merge to HDR / Open as Layers when multiple images are selected) - since all these special options require ACR's involvement - and when LR considers that ACR is not going to reliably be able to do what is needed, these options are greyed out within LR.

I suggest: update your ACR and your PS to the latest versions (or at least, to versions of the same, or newer, generation than your LR software - and then restart LR Classic.

Adobe's information includes the ACR version, with which each LR version will be fully inter-compatible.
