Preset Files Now Showing in Drop Down

First time posting so hopefully I give you guys enough info to help me. I'm a creative cloud subcriber, using PC and Lightroom Classic CC. The other day when I opened up Lightroom nothing is showing in the left hand drop downs (presets, snapshots, history, etc). Went into Lightroom folder and checked Develop Presets folder and all of my presets are in there... they just aren't showing up in Lightroom. "Store presets with catalogue is not checked". Not sure what else to try at this point. I've done a few hours of googling and youtubing but can't seem to come up with a solution.

I would also like to note there is not even an option to "add" a preset to the drop down. The plus sign is black and will not allow me to click. The only add button I can click is for collections

Please look in your Preference > Presets folder... Do you have Store Presets with this catalog checked? If not please check it and restart Lr.

If that doesn't work you may want to reset Lr preferences.
