Adobe wants all product suggestions posted in the official feedback forum:
https://feedback.photoshop.com/photoshop_family/categories/photoshop_family_photoshop_lightroom
Product developers read everything posted there, but rarely participate here, which is primarily a user-to-user forum.
Be sure to indicate in detail why you'd like a Windows 32-bit version.

As Apple has absolutly banned 32bit apps from running on MACOS starting with Catalina. It is extremely unlikely any program creator will give 32bit any consideration. Not going to happen.

The original post uses Windows as a keyword in the post, so what Apple is doing might not apply. In Windows, I’m under the impression that it’s still relatively common to have a 64-bit and 32-bit installation options. But Adobe have moved to 64-bit only across its applications where high performance is a concern.
And that’s probably a big reason why the current system requirements for Lightroom Classic state a system with 64-bit support. Better performance is something customers are definitely concerned about. The limitations imposed by a 32-bit system would work against that goal, such as the amount of RAM that can be addressed. Adobe recommends 12GB of RAM or more for Lightroom Classic, but a 32-bit system can address only 4GB RAM.
