Maybe someone also had this problem. I opened program, but it is not opening in full view and keep showing white screan with Adobe picture behind.
Open the Creative Cloud Desktop App.
And make sure you are SIGNED In with the Correct Adobe ID (email address and password for the Adobe ID you used to buy the Photography Plan Subscription).
Thank you! Problem solved. Yes, it was related to "Creative Cloud desktop". It was not installed in my computer...=]
