Why is it asking me to purchase lightroom classic? I've already purchased it over the phone? It is included in my photography plan.

If what you purchased was a Lightroom mobile plan then Lightroom Classic was not included. If you purchased the plan that includes Lightroom Classic then Lightroom mobile IS included in that plan. So it depends on what you have purchased.
