"the file could not be opened"

Whenever I try to open any file in Lightroom Develop module I get the message "the file could not be opened".  These are existing files that I have used before without a problem which I now wish to re-edit in the Develop module on my Mac.

I have the same issue.  The files are still safe and sound in their original locations and uncorrupted.  Lightroom simply won't open them for anything other than viewing.  Import is also not finding perfectly fine files.
