When you choose 'Edit in Photoshop' the raw image is exported to Ps as a fully demosiaced and rendered image. That's how it is designed top operate.

Hello, I want to open RAW images (CR2) from Lightroom in Photoshop CC. To do this, I go to the image in LR, click right mouse button and select"edit in Photoshop CC). The image opens in Photoshop but not in the RAW Converter.

If I select the same image from Photoshop via "Open File", it opens as desired in the RAW Converter.

When you use Edit in Photoshop, the image opens silently in Camera Raw, where the edits you have done in Lightroom are applied, and then a new file, rendered from the raw file, opens in Photoshop.

There is no point in sending a raw file from Lightroom to Camera Raw, because Lightroom has Camera Raw built in, and you can do exactly the same edits in Lightroom as in Camera Raw.

So do all the editing you can in Lightroom, and then send the image to Photoshop to do editing than cannot be done in Lightroom/Camera Raw.
