I am currently using Lightroom 6.10.1 and I'm experiencing some issues - difficulties stitching panos and pixilation while editing. I would like to reinstall my original software and then add in the updates. Can I do that?
This is a user to user community. For some issues it will be necessary to contact Adobe directly. Click the following link and scroll down the page to Individual. Then click “Sign in to contact us” It should be possible to start an on-line chat with Adobe Support. Adobe should be able to provide an update link for Lightroom 6.14 (the final version) without the need to install LR6.0 and then find updates.

Difficulty merging PANO. Make sure 1:1 previews are created first.

Do not see that as an install issue, reinstall would accomplish jothing.

Smart Previews? I believe they were introduced at v6.7. So are you using Smart Previews, and are you seeing that pixelation in standard previews, i.e. not 1:1 or tighter?
If you are working with a smart preview, then yes, it may look ugly.
