Which exact number version of Lightroom Classic?
Which exact number version of Photoshop?
What are the steps you are taking? At what step does it fail?
What is the exact wording of any error message?

Not sure about that statement. Will ask a question to clarify. I may be assuming something.
The Adobe Creative Cloud Desktop App. Do you sign out of it?
Signing out (in the Adobe Creative Cloud Desktop App) deactivates the programs (PS, LR, LrC, etc.)
Signing in, activates them.
Do not sign out.
