Is there a way for LR to recognize tagged, or "locked" image files? If so, where is this feature? If not, it would not be hard to incorporate as a metadate option. The usefulness for the photojournalism and sports photographer community would be huge! It would alleviate the use of a separte program – usually PhotoMechanic, to cull those tagged images separately, then perform and import, and later on perform another import of separate files for archiving, etc ...

Hmmm - what do  you mean by tagged or locked? You should be able  to sort on tagged images depending on how you are tagging them. Can you provide more details?

Yes. So, on pro camera bodies (and others), there’s a lock button that can be pressed to lock an image in order to prevent accidental delete. We use that function as a tagging method to denote them as key images to look for on import in programs such as PhotoMechanic – a shortcut to having to edit a full take. Well experienced photographers are extremely adept at tagging those key pictures while in the middle of a shoot, whether it be sports, or otherwise. Being able to access those key images means we can transmit them faster on deadline. LR to my knowledge doesn’t allow for sortIng by locked images. There’s all sorts of other metadata sort options, but NOT that one. To truly make LR u usable program by professionals that rise above all else, sorting by capture time and locked image would be key. With PhotoMechanic, you can invest (import), and have the program automatically make a copy of the locked images and move them to a sub-folder, which is really helpful.
