2 lightroom classic catalogs migrating to lightroom cc

I have a lightroom classic catalog on my Macbook Pro and one on my iMac.  I was assuming that if I moved to Lightroom CC that I could have everything unified.  Perhaps a bad assumption?

The process I used was to first migrate the catalog from the Macbook Pro to Lightroom CC on the Macbook pro. My understanding is that is now synced with the cloud.

Then I went to the iMac and did a migration on the machine in the same way. I've confirmed the catalog looks correct on each machine, but it is not "unified"  On the Macbook pro I only see the photos that were on the Macbook pro. Same with the Macbook.

What did I do wrong, or what step have I missed?

I think I see the issue. The Lightroom CC on the iMac says I have an expired subscription. I can't see how to fix that, but it is likely the reason for the above issue.
