Burning and dodging scanned B&W negatives

I have a new LR & PS subscription and I';m unable to figure out how to burn and dodge scanned B&W negatives.  I can see how to do tis in a You Tube video, but menus do not match my menus.  Can someone advise how to burn and dodge?  Thanks

Are you using Photoshop or Lightroom? Are you using Lightroom CC or Lightroom Classic. What are the YouTube videos that don't match what you are doing?

If you are using Lightroom (either version) you probably want to use an adjustment brush. I'm guessing the youtube videos you found all show this with Lightroom Classic, and you are using Lightroom CC.

This tutorial shows how to use the tool with Lightroom CC. I created the link to start at the 32:00 mark where he demonstrates the brush. You might want to watch the whole movie.
