IF you have the Lightroom Plan (1TB) from Adobe, Yes.

A subscription to a 'Mobile only' plan, No. Not on a PC.

Adding to what Rob said, if you have a mobile only subscription (generally 100GB of cloud storage), then you can visit http://lightroom.adobe.com/ via a browser on PC. Although this isn't as fully featured as Lightroom Desktop.
