I cannot see or add any photos to Lightroom on my PC (v 6.3.1), making the app unusable.
I have an active Photography Plan, and other Creative Cloud apps (like Lightroom CC and Photoshop) work fine on the same device.
Additionally, I can use Lightroom on my mobile device and Mac Laptop, or from lightroom.adobe.com. It just refuses to work in the PC app. I've tried uninstalling and reinstalling with no success.

Have you tried closing all your Lightroom apps, then log out from your Creative Cloud desktop app. Reboot, then sign back in again to the Creative Cloud app, then try Lightroom again.
BTW, there's no longer any app called Lightroom CC....there's just Lightroom (images stored in the cloud) and Lightroom Classic (images stored locally on your desktop system).

Oh yes sorry! To clarify, I cannot load photos at all in Lightroom. Lightroom Classic works fine for me, and I can sync specific folders in Lightroom Classic to the cloud from this machine.
Closing, rebooting, sign-out, and sign-in did not resolve the issue

I kept checking the app periodically and at some point late last year it started working. No idea what the root cause was, but it looks like it was addressed in an update at some point
