Can't export images

I've been trying to export an image on my computer and phone but haven't had success. It either freezes the app or says it "can't export photo."

Hey, @Kyle31442645xusj. Welcome to the Lightroom Community. I'll need more information to help you figure this out. Please share the system information from Lightroom Help > System info > Copy and paste into a text document > Upload and attach here. 

Does this happen with a specific set of images?  Were these images imported into Lightroom on the same device or via another surface with Lightroom?  

As a test, add these images to an album and right-click on the album to store them offline. Check if export works with the offline album.
