where can i find the import presets option on the lightroom ios app

We're sorry about the trouble due to the missing presets.

Please let us know the version of Lightroom you are using along with the device you are using it on.

Are you using the free version of Lightroom mobile? If yes, the presets are stored locally on the mobile device & re-installing the may have removed the data related to the app. You can try reinstalling the mobile presets to check if that helps.

Please explain what you mean with 'import presets'. There are no Import presets in Lightroom Mobile, only Develop presets.
