Cannot Sync lightroom CC with cloud

Recently I upgraded my plan to the 1TB photography plan. Previously had 20GB. Upon upgrading, it began syncing but soon stopped and is stuck. It has been like this for days and I've tried numerous restarts etc to try and get it to function, but to no avail. Only part of my library is uploaded to the cloud, this was proven when I opened up lightroom on my desktop PC and only part of my library was available. I normally edit on my laptop.

I really don't know what to do now. My library is around 300Gb in size and only 189 has been loaded up to the cloud.

I am running the current version of LRCC.
