cant export pictures from lightroom

i cant export photos from lightroom. this started when i updated to windows 11 pro.

this happend previously. this happend a year back but cant recall how it was fixed.

error message  "some export operations were not performed "

i have no anti virus. 

the folder seems to have all the read and write permissions. attached pic
