Thanks for reaching out. Let's try to solve this. Please share a few more details.
Which version of Lightroom and Photoshop are you using? Do you get this error at launch?
Did you try cleaning/ reinstalling the Creative Cloud Desktop app?
Please try launching the application as administrator in Windows.

Hi!
I tried everything, reinstalling, changing permissions for folders and files, and re-installed PS, LR and adobe cloud, I also used administrator rights and an admin account of windows. It does not start at all. I did everything you listed and even more. Nothing helps
