Im new to LR and figuring out the system. Is the catalogue system only available with LRC- I have LR and cannot seem to locate this

Yes, the traditional Catalog workflow is the basis of Lightroom Classic.

The Cloud Based Lightrroom does have a Catalog in the background but it's not intended for user interaction
