Deleting photos from the cloud to free up space

I'm trying to free up cloud space so that I can sync recent photos across devices. When I go to delete photos from my library and then "permanently deleting" from the trash, it's not showing any progress in freeing up cloud storage. I don't want to delete my entire library, just individual albums. How do I fix this?

Can you confirm what version of Lightroom you are using.

What is your cloud storage allowance, and how much is currently used?

Do you also use Lightroom Classic? If so were any of the files that you deleted from Lightroom initially synced from Lightroom Classic (files synced to the cloud from LrC upload only as Smart Previews which do not count against your cloud storage allowance, so deleting those would have zero affect on your current cloud storage usage)?

I am using version 6.4 of Lightroom CC. I have a 100 GB allowance and it says that I am using 105.1 GB out of 100 GB. No, I don't have Lightroom Classic.
