I’m using classic now with everythign stored on a very fast SSD external drive. For sync reasons I wish to switch to Mobile. Editing limitations are fine with me. However if evrythign is stored in the cloud willl it use my ssd drive for local storage or constantly download everything every time I use it and slow things down greatly?

Lightroom Mobile will not load onto a computer (assuming that is where you want it), the cloud based  Lightroom CC will though.

Both Lightroom CC and Moblie store photos the cloud and self manage the space they use locally (although in CC you can change this in preferences).

Simply put, photos will be automatically downloaded when you access them for editing etc., whilst others will be purged.

In both, you can store Albums locally (i.e. if you won’t have internet access) and in CC you can set a location to store all original hi res... if you have space.

Thanks Sheldon. Great answer. Yes, I meant Lightroom CC on the computer and Mobile on my iPad and iPhone.
